Problem z dodaniem podstrony

Witam,
dodałem podstronę według tego tutoriala: http://www.fragles.eu/2010/05/11/wlasna ... -w-phpbb3/
niestety jak próbuję ją wyświetlić to nad nagłówkiem pojawia się komunikat:
[phpBB Debug] PHP Warning: in file [ROOT]/includes/functions.php on line 4668: Cannot modify header information - headers already sent by (output started at [ROOT]/regulamin.php:1)
proszę o pomoc w rozwiązaniu problemu
